Generally, political prisoners and innocently incarcerated citizens do cause less trouble than drugdealers, murderers, rapists and psychos. Also, being constantly kept isolated and the actual threat of getting tortured or even murdered would be a very real deterrent to innocent people not looking for trouble, and prisoners who are there for political and/or administrative criminal charges.
